Slate of Directors for FY 2017-2018

The nominating committee is pleased to recommend the following slate of directors for The Arc Carroll County FY 2017-2018.  The directors will be voted upon by members of The Arc.  The vote will be held on Tuesday, May 9, 2017 during the Annual Dinner at The Portico.  The board will elect its officers in June.

Lisa Breslin

Lisa Breslin is the Associate Dean of Student Academic Life at McDaniel College. This year marks her 17th year on The Hill; her tenure includes supervision of the Student Academic Support Services
office, which provides resources and innovative academic and social bridge programs for students with disabilities and/or students at academic risk. Lisa has served on the Carroll County Ethics Commission, The Carroll County Arts
Council's Board of Directors and Rape Crisis Board of Directors.  She is also the editor of Carroll Magazine. 

 Rob Burk

Rob was appointed Carroll County’s Comptroller by the Carroll County Commissioners in August 2005. He has served as the county’s deputy comptroller, financial system administrator and
accountant.  He is  responsible for financial and treasury operations including tax billing & collections, investing public funds, purchasing, payroll, accounting, financial reporting and debt management.  Prior to working for Carroll County, he worked for a local CPA firm for six years.  He is a graduate of Juniata College in Huntingdon, PA.  He is a board member and past president of the Westminster Rotary Club. He also is a member of Grace Lutheran Church. Rob and his wife, Sue, have three children (Sean, Abby and Owen). They reside near Westminster.

Lynn D. Davis

Lynn has been employed with the Carroll County Youth Service Bureau since 1983. She currently serves as the executive director of the agency.  Lynn is a board member of the executive board of the Maryland Association of Youth
Service Bureaus, the Maryland State Advisory Board for Juvenile Services, the Maryland State Juvenile Justice Planning and Review Board and the Carroll County Habitat for Humanity. Lynn resides in Westminster with her husband of 34 years and their four children.

Charles Fisher

Charles has been practicing law since 1969. He is President of the law firm Walsh & Fisher in Westminster.  He served as the president of the Carroll County Bar Association from 1980-1981. Charles served as the Chair of the Board of Directors for Carroll Hospital Center for four years. He continues to serve  on a number of their boards. He also has served on the Board of Directors for Access Carroll. He is currently a Member of the Board of Trustees for the Historical Society of Carroll County. He also is a lifetime member of St. John Catholic Church, Westminster.

Lou Salafia

Lou is the President and Owner of IFS Services. The Westminster based company specializes in consulting and the development of web-based applications for the financial services and retail industry. IFS is fortunate to work with The Arc’s in-house employment services program.  Lou has BS degrees in Business Administration and History from Towson State University and an MBA from the University of Baltimore.  He has been a volunteer driver with Meals on Wheels since 1993.

Erica Wheeler

Erica resides in Westminster, MD. She is currently the sole self-advocate on  Maryland’s Commission for Community Inclusion for People with Intellectual and Developmental Disabilities, serving as chairperson of the Community Outreach Committee of the Commission. Erica is a Self – Advocate trainer for the Maryland Police and Law Enforcement Training Center in Sykesville.  In the past Erica has served on the Board of  Directors of Special Olympics (2006- 2012). Erica was the only athlete board member to serve as Board Secretary. Erica represented United States at the Special Olympics Global Athlete Congress in Marrakesh Morocco, helping to develop a five year strategic plan. She has been employed full time for over ten years at Emeritus Assisted Living Facility.

Carroll “Splinter” Yingling

Carroll is a Financial Advisor and Senior Vice President with RBC Wealth Management, U.S.A., and became a registered advisor in 1971.  His expertise is managing stock and bond portfolios for his clients, which include individuals, trust, IRA’s and charitable entities. He graduated from Western Maryland College, now McDaniel College, with a Bachelor of Arts degree in Economics.  He is a Registered Investment Advisor with
Series 7, Series 63, and Series 65 designations. His past and present volunteer activities include The Lung Association of North Central Maryland, Carroll County YMCA, McDaniel College Student Grant Program, McDaniel College Board of Trustees, Davis Library, Inc., and Boys and Girls Club of Westminster. Carroll is a lifelong resident of Carroll County, he resides in Westminster with his wife of 30 years, Sue Yingling.


They join the following directors who are serving the second
year of their term on the board:

Sherri-Le W. Bream

Sherri-Le retired from the Carroll County Public School System in July 2014 after a 39 year career in secondary education.  She has been a biology teacher and coach, assistant principal, principal of both Westminster and Winters Mill High Schools, and retired as Director of High Schools for the county.  She received her undergraduate degree in Biology from St. Mary’s College of Maryland and her graduate degree in Biology from the University of California,
Humboldt in Arcata, California.  She completed additional graduate programs and coursework in educational administration at Western Maryland College, where she also served as an adjunct professor.  She served as
President of the Maryland Association of Secondary School Principals from 1996-97 and was selected as the Maryland High School Principal of the Year in 2000.  She remains active with the state principals association and served
as chairperson of their state conference again this year.  She enjoys her work on the Board of Directors for the ARC Carroll County and looks forward to getting involved in additional opportunities where she may continue to serve her community.  She is married to Bob.  They are proud parents of a daughter Lindsay and son-in-law Andy.  She enjoys gardening, sports, traveling with friends, and cheering for the Baltimore Ravens and Orioles.

Corynne Courpas

Corynne is a 40 year resident of Carroll County.  She attended Western Maryland College and then moved here permanently in 1977.  She’s worked at Performance Foodservice since 1987.     Corynne is
actively involved in the community.  She’s served on the YMCA Board of Advisors, Carroll County Arts Council, Member of Carroll County NAACP, McDaniel College volunteer, treasurer of local central committee and a member and supporter of The Arc for over 20 years.

Todd Frager

Todd is the CFO at Library Systems and Services.  Todd has hands-on experience in management, business leadership and working with boards of directors, private equity, banks and attorneys.  Some of his areas of expertise include financial and strategic planning, business expansion and startups, budget development and management, and training and mentoring. Todd  has served on the Carroll County Public Schools Education Foundation, Inc. as a board of trustee and treasurer. 

Additional directors may be added to the nomination list before the annual membership meeting on  May 9, 2017.
